feat: 构建资源本地缓存 + restore-build-cache.sh + 更新 BUILD.md
- restore-build-cache.sh: 自动从 build-resources/ 或镜像恢复缓存
- build-resources/ 已在 .gitignore（不进 git，145MB）
- BUILD.md: 重写为快速构建 3 步指南
