feat: 升级至 v0.3.13 — 任务管理系统重构（删除 todo_write + IPC 越权防护 + UI 自动刷新）

- F1-2 code_search 统一 safeResolvePath（含路径遍历 + MEMORY.md 拦截）

- F1-4 write_file append 模式原子化：显式 open(O_APPEND)+write+fsync+close
