feat: v0.7.1 工具执行超时配置取消 600 秒上限

- 设置 → Agent 配置 → 工具执行超时：移除 600 秒输入上限，允许任意 ≥10 秒的值
- 引擎侧（agent-loop engine）本就无钳制，配置值直接生效；工具自定义 timeoutMs 仍按 Math.max 优先
- totalTimeoutMs 仅为迭代续跑条件，不中断执行中的工具，长任务可跑满自身超时
