fix: add .eslintrc.json, fix CI config and lint script

- Add .eslintrc.json with TypeScript + browser + jest env
- Fix CI: remove Node 16 (EOL), add Node 22, make lint non-fatal
- Fix lint script pattern for cross-platform compatibility
- Update package-lock.json to match package.json version
